I do have some running on Win98 machines though, so it is not hopeless. The exact problem I have had is: Win98 would detect a PCI Ethernet Controller, but could not tell it was the 3COM 3c90x, so it would not install the drivers for it. I tried one on my Win98 machine and it would not work.

Most driver software are written to not install or note a particular piece of hardware if the hardware is removed from the system. After pressing cancel, another hardware dialogue asked for PCI Ethernet Controller.Pressing cancel gets Win98 started. However, on restart, the add hardware dialogues appear again.
